WHY HAS THE UNO RELINQUISHED ITS PROACTIVE PEACE-BUILDER’S ROLE AND INSTEAD ADOPTED GOOD OFFICES SYNDROME?
Sometimes
back, in the context of flaring political situation between Pakistan and
Bhaarat (India), Antonio Guterres, the United Nations’ General Secretary had
washed his hands off and created a new political idiom by saying that he is
willing to try to find a solution only if parties are willing to use his 'Good Office'.
His comment was
most childish and unbecoming of an organization such as the UNO that is
supposed to take proactive action to diffuse disasters in world, especially
political ones.
You are not
holding positions in the UNO just for time-pass. It is not a golf course where
you go for enjoying, away from the pressing mundane worldly problems. It is not
your friend’s house where you go and have a kitty party, unmindful of what is
happening in the neighboring house or the street.
It is
primarily due to this Good Offices syndrome that world today is a mute helpless
witness to otherwise solvable political boiling pots such as the current
Turkish aggression into Kurd-held areas.
The officials
of UNO must come out of its safe environs and cocoon. They must indeed take initiative;
meet warring sides even if uninvited. They must find ways and means to stop
bloodshed among fighting sides. They must take all possible measures until
the last moment to persuade parties involved in a conflict to come to the
negotiating table and settle for a peaceful solution through peaceful dialogue
and mutually beneficial negotiations in a Win-Win Diplomatic mode.
