GEO-SENSITIVITY ANALYSIS INITIATIVE, INTERNAL/INTERNATIONAL GRIEVANCES REDRESSAL DEPARTMENT- A MUST TO PREEMPT DELHI-TYPE RIOTS

The recent horrible Delhi-riots that most unfortunately took place right under the nose of Indian Prime Minister Narendra Modi shook my soul and conscience just as any other sensitive indian citizens'. Most shockingly, indian PM was to be seen no where when delhiites needed him most. He obviously was indifferent just like Nero who had remained engrossed enjoying playing on flute while Rome was burning.
Either he was overpowered by his own incompetence or simply didn't know how to handle Delhi-type riots and even much better how to preempt them.
His indifference made me revisit an earlier email of mine dating back to the year 2006 which was sent to the-then USA President George W. Bush junior, wherein I had suggested creation of "GEO-SENSITIVITY ANALYSIS INITIATIVE (GSAI)" and to start the INTERNATIONAL GRIEVANCES REDRESSAL DEPARTMENT (IGRD) to analyse different types of SENSITIVITY prevalent on the globe such as: political , religious ,economic ,social and cultural , etc., and advised the BUSH ADMINISTRATION,"... to handle carefully all these Geo-Sensitivities (GSs) with the kind of care that we handle fragile glass!"
In my considered view,"...Mishandling of some of these GSs by the American administrations both the past and the present one" had,"...led to emergence of grievances, real or imaginary, against the Americans both in past and present times."  I was,"...FULLY CONVINCED THAT ALQAEDA COULD VERY WELL HAVE BEEN STOPPED IN ITS TRACKS AND THE TROUBLES NIPPED IN THE BUD ITSELF HAD THERE BEEN IN EXISTENCE IN THE WHITEHOUSE SOME MECHANISM LIKE THE IGRD!"
When I had reproduced my above referred-to email on my defunct MSN Geography blog then I had hoped the indian and global government security agencies would take a sensible cue from my quoted email and accordingly would set up an INTERNATIONAL/INTERNAL GRIEVANCES REDRESSAL DEPARTMENT (IGRD) to be able to preempt any grievances-based threats to peace by developing an effectively efficient mechanism to nose-sense well in advance the public perception/sensitivities.
The colossal avoidable loss of precious human lives in Delhi-riots indicate my noble hope hasn't  materialised yet. Hence, I now, in clear-cut terms, am advising Indian government to take GEO-SENSITIVE ANALYSIS INITIATIVE (GSAI) and accordingly develop immediately the INTERNATIONAL/INTERNAL GRIEVANCES REDRESSAL DEPARTMENT (IGRD). This timely step shall certainly help understand public-mind much in advance and thereby enable security agencies to exactly identify troublesome individuals, groups and spots within and without Indian borders. This shall ultimately go a long way by acting as a safety valve in easing out social/other tensions including communal riots.
