THE INDIAN GOVERNMENT MUST MAKE PASSPORT/ADHAAR RENEWAL CITIZEN-FRIENDLY

The Indian Government under the NDA dispensation has introduced in past nine years since coming to power at the Centre in Delhi several citizen-friendly measures to make the life of ordinary folks more comfortable, and easier than earlier. Yet a lot remains to be done to make the public administration really fully responsive to the urgent needs of common people by removing unnecessary, useless, and time-consuming red tapes in various central government ministries and departments.

Those who have an Adhaar Card or Indian Passport can tell you the problems they face every time they change their address, telephone number or email Ids and so on in this hyperdigital age.

The problem is more acute for middle class families majority of who live in rented accommodations in towns and urban areas; and have to perforce change their residence every 2-3 years since the scared landlady or landlord shall serve them eviction notice in order to ensure the tenant did not claim the ownership by virtue of having stayed in the house as a tenant for a certain long period.

Both the Adhaar Card and Indian Passport carry a validity a period of ten years’ period before the expiry of which you are required to renew them. Else, they stand expired.

Even if you renew these documents within ten years' , you will face a lot of procedural problems and hassles, especially for renewal of the Indian Passport. You shall not face all these problems if you happen to be the Minister of Finance or such other highly placed dignitary. In that case, the concerned official machinery shall make the whole process hassle-free to you. But, then the majority of Indians are not placed so powerfully in the political-Economic ecosystem of India.

You will have to visit a Passport Office which may be located far from you, submit requisite information, pay hefty fees and return, and then wait endlessly for verification of your residential address and personal credentials by a police officer from the LIU (Local Intelligence Unit) of the town or city area you reside in if you happen to be an ordinary Indian citizen like me. 

The police officer would come over to your place and shall make things tougher and nastier for you by pointing out any number of incomprehensible nuanced technical flaws in your application if you refused to grease their palm in terms of some good sum of money to them. 

Your clearance by the Police officer would be delayed inordinately if you refused to pay them the bribe. The government system ends up being a spoiler than being a helpful, kind, and sympathetic facilitator for ordinary citizens.

What is the citizen-friendly alternative, then?

Well, the introduction of a Permanent Passport by the Ministry of External Affairs and Adhaar Card by the Unique Identity Authority of India is the best possible solution just like the permanent PAN (Permanent Account Number) Card introduced by the Indian Income Tax Department. The PAN Card is for life with no renewal or expiry dates unless and until you need some of its data to be altered.

If the Permanent Passport and Adhaar Card come into effect, the owner of such documents should not be required to physically visit the concerned government authorities if some demographic or non-biometric changes have to be made. Instead, the online submission should suffice as is with the PAN Card wherein you have to submit online the proof of change of residence or other data if you need to update them. 

This shall save the general public the tremendous amount of harassment or problems they face while updating these documents.

There is no valid reason as to why the Indian Government Must not TRUST Indian citizens when it comes to Adhaar Card or Passport when it could trust them by issuing permanent PAN Cards. The bureaucrats obviously would not readily accept the Constructive and citizen-Friendly remedies offered in instant paper since that would eliminate their nuisance power, power to extort bribes from applicants.

But, those at the helm of political affairs in NDA Government must not listen to the official garbage and instead immediately implement the suggestions given in instant paper.

The quick implementation of aforesaid suggestions may help fetch votes of the middle class for the ruling NDA dispensation. Even otherwise, any public spirited government would not hesitate to implement aforementioned thoroughly Constructive, Efficient, and citizen-Friendly suggestions.
